Leading Mobile Operators Launch Field Trials with XACCT's Real-time Charging Solution for Pre-paid Data Services
New Product Enables Concurrent Voice and Value-add Data Charging from a Single Pre-paid Account Balance.

LONDON, United Kingdom, May 14, 2003 - Extending its leadership in convergent network data mediation, XACCT Technologies today announced the general availability of its real-time Charging Control Node (CCN) product that enables mobile network operators and service providers to launch value-add mobile data services to their existing pre-paid voice subscribers. Available through XACCT and its system integrator partners, XACCT Charging Control Node is the first commercially available software solution for real-time charging and control functions that allows mobile operators to offer value-add mobile data services, such as MMS, games, ring-tones, streaming video, push-to-talk, and information services on a pre-paid charge-differentiated-per-event basis, from a single pre-paid account balance. XACCT CCN is currently in trials at three major mobile operators.

"Pre-paid service is the dominant business model for mobile services in markets such as Europe, Asia Pacific, and Latin America," said Jason Briggs, program manager with The Yankee Group. "Operators need a solution that extends the pre-paid charging model to mobile data services in order to accelerate the uptake and bolster the average revenue per user (ARPU). Mobile operators who can provide the charging and balance management flexibility demanded by mobile users (such as advice of charge) will truly capitalize on the market opportunity for mobile data services."

" XACCT has been working closely with its customers and prospects over the past eighteen months to define the functionality required for delivering pre-paid value-add data services." said Stoyan Kenderov, Director of Wireless Solutions at XACCT Technologies. "A key requirement from operators for the product is seamless integration with their existing IN infrastructure. XACCT Charging Control Node is uniquely architected to handle granular packet-based events for content-aware charging in a high volume data environment without the need for disruptive and cost-prohibitive system replacement."

XACCT Charging Control Node
The XACCT CCN is an active bi-directional system that handles real-time service authorization events, continuously reserves, monitors and updates pre-paid balance credits, calculates the price, verifies service delivery, and provides service control logic to selectively signal session redirection to a customer service portal for subscribers that have reached a low balance threshold. This allows operators to manage the subscribers' usage of services at the beginning, during or end of the call, based on the available credits.

XACCT CCN supplements legacy infrastructure
XACCT Charging Control Node integrates with mobile network elements and provides a direct link to legacy voice pre-paid applications through industry standard protocols and interfaces. Similar in its role to the Service Control Point (SCP) in Intelligent Networks, XACCT CCN is deployed as an adjunct solution in packet-switched cores to extend the real-time control capabilities of existing pre-paid voice applications to packet data services. XACCT CCN integrates with all leading real-time rating engines, from billing vendors as well as stand-alone, to facilitate advice-of-charge, service rating and credit reservation to overcome performance limitations in legacy systems.

Pre-paid voice and data service convergence
XACCT CCN supports a single wallet or a hierarchy of pre-paid wallets for voice and data services in any CDMA, GSM, GPRS, UMTS and Wi-Fi network. This allows a pre-paid subscriber to use any number of data services while simultaneously placing a circuit-switched voice call, with charges debited from a single pre-paid balance. Operators can now launch pre-paid data services without disrupting pre-paid voice operation.

Supports Innovative charging models for data services
With the XACCT CCN, operators can deploy mobile data services, on a pre-paid basis, per event and per transaction. Charges can be based on any combination of criteria such as:

•URL or file name of the specific web site visited, content accessed, or ring-tone and Java game downloaded
•IP protocols used in the transaction, such as HTTP, POP3, SMTP, FTP, MMS, WAP, SIP - where charges can depend on number of messages sent, e-mail domains of recipients, size of picture or video message
•Content item or content class-based charging - sports, news, stock reports etc.
•Location based charging - location of subscriber during the data session
•Time of Day Charging - Peak and off-peak hours and time
•Duration, Volume-based charging - Volume of data or the duration of the call

"In order for network operators to offer differentiated pricing for next generation data services, they require the ability to identify the subscriber and verify successful delivery of the content, before a service can be charged." said Anil Uberoi, Senior Vice President of marketing & business development. "In the same tradition that brought the industry's first real-time IP mediation platform to the market in 1997, XACCT remains at the forefront of delivering products that solve complex business issues faced by carriers."

Pricing, Availability and System Requirements
XACCT CCN integrates bi-directionally with commercially available in-flow service inspection and control hardware platforms such as Cisco CSG, Megisto MSDS, ProQuent MSSP, P-Cube Service Engine, Volubill D2CP, and others using open APIs and standard control and accounting protocols. It interfaces with existing pre-paid balance management systems in legacy voice SCPs and wallet platforms from equipment vendors such as Comverse, Ericsson, HP/Compaq, Siemens, and Telcordia. Additionally, CCN seamlessly integrates with real-time rating engines such as Am-Beo, Amdocs and Portal.

XACCT CCN is available now. Pricing for the CCN system add-on for XACCTusage 4.x starts at $150,000 for up to 100.000 subscribers. The System runs on Sun Solaris Platform.
